Sheriff is the mandatory member of the Citizens. Presence of Sheriff is considered a key factor in normal gameplay.

While Sheriff is alive, players can opt to reject duels.
Additionally, each night Sheriff locks one person in jail. If the person locked was the statuette's owner, the Sheriff becomes its owner. Person locked cannot be killed, poisoned or pickpocketed this night, and does not wake up - neither with its faction or when named.
Story
Sheriff - one of the proud few, who besides being a councillor has also a normal job. Nobody would dare to start a duel without his permission. Equipped in the newest accomplishments of modern technology (magneto-dynamo-horse) he can easily find th statuette even in the deepest pockets. He also provides accomodation services for suspects of the city councill and his own.
Variants and trivia
Zero-night locking and transparency
Sheriff is a character with two main aspects being different in differnet variants: whether locking is posible during zero-night and transparency of who was locked.
Authors have decided to propose following options:
- Sheriff acts normally during zero-night and identity of the locked player is known;
- Sheriff does not act during zero-night and identity of the locked player is known;
- Sheriff does not act during zero-night and identity of the locked player is not known.
Variant 1. is the most frequent and authors' favorite in normal situation, because it provides the most information for discussions. On the other hand, in games with small number of players it might be reasonable to use other variants, as this skill becomes significantly stronger. Besides, it might even lead to ending the game on the first dawn. Theoritically you can tweak that by modifying the rules of game opening so that the statuette appears in the possessions of the Bandits during their actions in the zero-night sequence, however this solves only one problem and is often unliked by some players.
Variant 3. solves this problem, while also decreasing the success rate of some actions (in particular, it has some potential to slow downs the Indians). Because this last consequence is not always welcome, we acknowledge the existence of the 'middle' solution of variant 2. Generally, the less citizens there are, the more reasonable variant 3. becomes.
Self-locking
Mannitou should explain before the game whether the sheriff can lock himself. Both possibilities have their pros and cons, so it's up to the players which of the versions they like more. Arguably most of codified rulesets denies the sheriff the self-locking, but some persuade that it makes finding the sheriff easier. Of course, if identity of the locked person is not known, it does not really matter.
Dismissal
Dismissal is a new and, as of yet, untested idea for special action that causes the sheriff to lose all of his special qualities.
Trivia
In the very first versions of ktulu the citizens won just after claiming of the statuette by sheriff (i.e. at night-time).
